Biography

Fabrice Mattei is a Principal, the Climate Change & IP Group Head and Country Manager of our Myanmar business.

Fabrice qualified as an attorney in 1993 and trained in Paris with Gide Loyrette Nouel and in London with Middleton Potts. In 2000, Fabrice opened Rouse's office in Bangkok and in 2013 Rouse’s office in Yangon, Myanmar. His practice area covers primarily patent prosecution and litigation emphasizing on Asia Pacific region.

Fabrice has been the lead patent attorney in major patent disputes in the region, including Thailand acting, for example, for Asahi Glass Corporation vs. Hoya Corporation, Nitto Denko vs. Hutchinson; Eli Lilly vs. Dabur; Sanofi vs. Bioscience; Desjoyaux vs. JD Pools; Honda Motor vs. Soi Ha Limited. Fabrice also represents numerous Geographical Indication holders in protecting and defending their rights in Asia and the rest of the world, including Thai Hom Mali rice (Thailand) Kampot Pepper (Cambodia) Champagne; Cognac; Bordeaux (France) Napa Valley (USA) café de Columbia (Columbia) Pisco (Peru).

In climate change and green tech, he has developed the firm’s practice advising on clean energy and carbon capture enablers, smart grids, climate change adaptation and mitigation strategies, carbon finance to reduce Greenhouse Gas emissions in compliance with the Paris Agreement on Climate Change.

Fabrice created and launched PATEMPO™ (www.patempo.com ) which calculates the pendency rate of patents in China and South-East Asia, CLIPMATE™ the World’s first carbon footprint Calculator for intellectual property rights (https://www.youtube.com/watch?v=Dyk7J7URXwA) and LITIGASIA™ (www.litigasia.org) which is the first database that tracks climate change and green tech litigation cases in South-East Asia.

Fabrice manages and edits the blogs www.ipmyanmar.com which focuses on the development of IP in Myanmar and www.ipandclimatechange.com which focuses on the interaction between climate change and intellectual property.

He is a consultant to the European Patent Office on the harmonization of patent examination rules in South-East Asia and to WIPO on genetic resources and strategies for enhancing local innovation and branding in South-East Asia. Fabrice is an IP researcher with Kyoto Center for Comparative Law (KCLC) and a lecturer on IP law and climate change law at various universities in USA (UCLA, MBA under Professor Dr. Nickelsburg) Japan (Waseda University, Kyodo University) China (Sun Yat-sen University) Scotland (Strathclyde University under Professor Dr. Sindico) Thailand (Thammasat University).  In 2019, he was appointed by the Private Financing Advisory Network of the United Nations Industrial Development Organization (UNIDO) and The Renewable Energy and Energy Efficiency Partnership (REEEP) as a Network Partner for Africa and Asia covering carbon innovations to address climate change.
